Created under RA 11054 and BAA No. 4, the BHRC is the constitutional human rights body of the Bangsamoro Autonomous Region, the regional counterpart of the Commission on Human Rights. We investigate human rights violations, monitor compliance, and promote the rights of every person in the Bangsamoro.
The BHRC Basilan Provincial Office serves all. Free legal assistance. Free rights education. Protection for victims and defenders.

Armed conflict does not suspend the law. It demands stricter compliance.
Civilians are protected. The wounded must be cared for. Human dignity must be preserved at all times.
Under our charter, the Bangsamoro Human Rights Commission – Basilan Provincial Office has a clear mandate:
“Section 10. Mandate. — As the human rights institution of the Bangsamoro, the Commission shall promote and protect human rights and, during armed conflict, uphold international humanitarian law.”
This is not symbolic. It is an operational duty. We assert and enforce the application of International Humanitarian Law in all situations of armed conflict within the Bangsamoro.
