Now, the first thing you should understand is simple but critical: Saan ka nagpatayo at sino ang may jurisdiction? Because enforcement and penalties usually come from your Local Government Unit (LGU), through the Office of the Building Official (OBO).

✅ (a) Bakit mahalaga ang building permit?

Building permits exist for three main reasons:

• PUBLIC SAFETY — Para siguradong structurally safe ang building. Hindi basta-basta guguho o magko-cause ng hazard sa occupants at neighbors.
• LEGAL COMPLIANCE — Required ito under the National Building Code and local ordinances.
• ACCOUNTABILITY — May record kung sino ang designer, contractor, at owner. Important ito kung may structural failure or accident.

Translation: Hindi lang ito “bayad sa munisipyo.” Safety + legal protection mo ito.

Usually may surcharge, penalties, and back payments bago ka payagang mag-continue.

📄 DEMOLITION ORDER (Worst case)
If non-compliant sa zoning, setbacks, height limits, or safety standards, puwedeng ipademolish ang structure — at expense mo.

⚖️ ADMINISTRATIVE OR CRIMINAL LIABILITY
Depende sa violation, puwedeng magkaroon ng case under the National Building Code or local ordinances.

Yes.

Common misconception:
“Bahala na, bahay ko naman.”

Reality:
If may ma-injure dahil sa faulty construction, puwedeng pumasok ang civil liability. If may namatay due to structural failure, puwedeng pumasok ang criminal liability.
