𝗦𝗖𝗜-𝗧𝗘𝗖𝗛 | WHEN RAIN FALLS: Ensuring Community Safety Amidst Weather Intensity

On a stormy day, the soft plip-plop of water, the indescribable scent of raindrops on earth, and the wet, glossy layer coating the streets bring nostalgia one has longed for since the end of summer. But, while rain brings a mix of comfort and relaxation, can we let our guard down when it slowly becomes a raging storm as the hours pass?

According to the Department of Science and Technology (DOST), July and August are the rainiest months with the heaviest monsoon rains and highest frequency of typhoons being experienced. In line with this, Super Typhoon (STY) Inday (international name: Bavi), entered the Philippine Area of Responsibility (PAR) on July 8, 2026.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that STY Inday enhances the southwest monsoon known as "Habagat" to bring moderate to heavy rains in the western parts of the country. In addition, Habagat will continue to bring rains even after Inday officially exits PAR on July 11, 2026.

Cainta Mayor Johnielle "Kit" Nieto, in response, issued an advisory about the current status of Wawa Dam in Rodriguez, Rizal.

“As of 8pm [on] July 11, the upper Wawa Dam in Rodriguez, Rizal has reached its spillover level [of] 135.05 meters above sea level [and] may spill rate itong 9 cubic meters per second,” Mayor Kit said on his Facebook post.

He highlighted that the spillover will result in the rising of water along the Marikina river which will include the rivers in Cainta.

He suspended classes in all levels, as a result, both private and public, in Cainta, Rizal shifted to blended modality. As of July 13, 2026 at 9:00 a.m., the legends indicate that the Manggahan Floodway and Marikina River are in safe status while Wawa Dam is still in the critical or red status. This means the dam can no longer contain incoming rainwater and would cause high risk of flooding in nearby cities such as Marikina that will have a direct impact on Cainta as well due to the shared river systems.

What starts from rhythmic raindrops coming from the rooftop that feel like the soft song of a warm and familiar moment gradually becomes a loud and frantic beat. The gentle memory is nowhere to be found, it is replaced by the tears of a raging storm that slowly becomes a flood. We should not let the warmth of the rainy season blind us to the coming storm, we must be updated, watch the rising of water, stay alert, and prepare ourselves for what may occur. The winds may howl, the rain may pour, but, the sun will shine bright, after all.

On July 4, 1946, the flag of the United States was lowered while the Philippine flag was raised during the independence ceremony. This occasion also marked a truly historic moment for the Philippines: The Treaty of Manila was signed by former U.S. High Commissioner Paul V. McNutt and former Philippine President Manuel Roxas, officially ending 48 years of American colonial rule.

For 16 years, from 1946 to 1961, Filipinos celebrated July 4 as our Independence Day, until it was first proclaimed Philippine Republic Day by former President Diosdado Macapagal in 1962 (formally enacted into law in 1964), to honor the declaration of independence on June 12, 1898.

Today marks the 80th year of the Philippines as a modern republic. May this always remind us of the great sacrifices, bravery, courage, patriotism and resilience of our heroes, ancestors and every Filipino who endured trials for our freedom. For this Republic was never simply given — it was dearly earned through blood, tears and lifelong devotion to our land, that we may live as truly sovereign and free citizens. Let us therefore carry their legacy proudly, always defend our sovereignty, and devote our lives to upholding and lifting this Republic ever higher, for the glory of God and the Filipino people.🇵🇭🌟
