The Ormoc City Council, during its Seventeenth Sangguniang Panlungsod, has approved a P2 million supplemental budget to fund the implementation of a CSO (Civil Society Organization) Desk.

The appropriation, outlined in Appropriation Ordinance No. 013, Series of 2025, was approved to fulfill the requirements of previous ordinances, including Ordinance No. 115, Series of 2023, and Ordinance No. 172, Series of 2024.

According to a prefatory statement, the council received an urgent endorsement letter from the City Mayor's Office on August 1, 2025, requesting the supplemental appropriation. The funds will be used to support the creation and operation of the CSO Desk, which is to be a unit under the City Planning and Development Office (CPDO).

The funding source for the supplemental budget is identified as "Savings - CPDO" and is allocated for "Aid to People's Council - Subsidy - Others." The budget document indicates that the P2 million will be a Capital Outlay expenditure.

The ordinance is set to take effect immediately upon compliance with publication and posting requirements as mandated by the Local Government Code of 1991. The approval followed recommendations from the City Budget Officer, City Accountant, and City Treasurer, who certified that the funds are available.
