URGENT PUBLIC NOTICE ON THE ALLEGED ABDUCTION, UNLAWFUL DETENTION, AND FORCED RELIGIOUS CONVERSION OF MISS NANCY ISHAYA IN NUMAN, ADAMAWA STATE
The Global Peace Initiative (GPI), Yola, hereby issues this urgent press statement to formally bring to the attention of the general public, security agencies, the Government of Adamawa State, relevant human rights institutions, and all stakeholders, the disturbing and highly sensitive case involving the alleged abduction, unlawful confinement, coercion, and attempted forceful religious conversion of Miss Nancy Ishaya, a young citizen of the Federal Republic of Nigeria.
BACKGROUND
Miss Nancy Ishaya is the first child of Mr. Ishaya Ishaku and Mrs. Mary Ishaya, both staff members (labourers) of Dangote Savannah Sugar Refinery, Numan, Adamawa State.
On 17th November 2025, Miss Nancy Ishaya left her family residence in Savannah, Numan, to proceed to Adamawa State University (ADSU), Mubi, in continuation of her registration process following her provisional admission.
The last confirmed communication between Miss Nancy and her mother occurred on 26th November 2025, during which Miss Nancy informed her mother that she would return home that same day. Since that time, Miss Nancy has remained missing, and all attempts by her family to reach her through available means have failed.
PRIME SUSPECT AND PRIOR THREATS
The family has identified Mallam Adamu Garba, a truck driver with Dangote Savannah Sugar Refinery and an immediate neighbour within the staff quarters, as the principal suspect in this case.
Prior to Miss Nancy’s disappearance, the suspect allegedly approached her uncle expressing interest in marrying her. The family categorically rejected this proposal and issued a clear warning to the suspect to desist from further advances. Miss Nancy herself had reportedly rejected the suspect’s repeated advances.
DISCOVERY OF PERSONAL ITEMS AND DIGITAL EVIDENCE
Three (3) days after Miss Nancy’s disappearance, her wrapper and mobile phone were reportedly discovered directly in front of her parents’ residence.
Upon examination of the mobile phone, it was observed that most data and communications had been deleted, except the received call logs, which allegedly revealed multiple calls traced to Mallam Adamu Garba, thereby strengthening reasonable suspicion of his involvement.
The matter was promptly reported at the Savannah Police Station, however, the family has not received any credible update or assurance of meaningful progress in the investigation.
ALLEGED INVOLVEMENT OF THIRD PARTIES AND CLAIMS OF CONVERSION
The family subsequently received calls from individuals reportedly associated with MURIC in Niger State, claiming that Miss Nancy Ishaya was in their custody and that she had converted to Islam.
On 2nd February 2026, Mallam Adamu Garba allegedly contacted Miss Nancy’s mother and briefly connected her to Miss Nancy via telephone. During the call, Miss Nancy appeared unable to speak freely, and the conversation ended abruptly—raising grave concerns of duress, coercion, unlawful restraint, and intimidation.
CONTRADICTORY CLAIMS BY THE SUSPECT
When confronted by community leaders and members of civil society, Mallam Adamu Garba initially denied knowledge of Miss Nancy’s whereabouts. He later admitted being in contact with her and allegedly stated that Miss Nancy would not agree to return home.
He further claimed that discussions were ongoing regarding marriage arrangements with extended family members. More recently, he has alleged that Miss Nancy is currently hospitalised in Jimeta, receiving medical treatment. However, no independent verification has been made available to her family, and no medical facility has formally confirmed her admission or condition.
GPI’S INTERVENTION
Following the report to GPI, a delegation visited the Dangote Savannah Sugar Refinery premises and held consultations with:
Rev. Bulus Musa, ECWA Pastor in charge of the church where Miss Nancy serves as a choir member, and
Miss Nancy’s parents.
The delegation thereafter proceeded to the suspect’s residence within the staff quarters.
Upon engagement, Mallam Adamu Garba initially denied any knowledge of Miss Nancy’s location. However, when informed that evidence existed linking him to the matter and that he had 24 hours to facilitate her return or face lawful consequences, he altered his narrative and stated that Miss Nancy would not agree to return home.
The delegation insisted that he must take all necessary steps to ensure her immediate and safe return to her family. The suspect then requested that a “neutral location” be arranged, claiming that Miss Nancy would not willingly return directly to her parents. GPI maintained that time was of the essence and that the matter required urgent resolution.
FURTHER CLAIMS OF HOSPITALISATION
Rev. Bulus Musa later confirmed that Mallam Adamu Garba visited him for the first time since the incident and assured him that Miss Nancy would soon return. The suspect allegedly stated that he had provided money for transportation but claimed the delay was due to her alleged hospitalisation in Jimeta where she was receiving intravenous treatment.
As of this statement, the family has not been provided with:
the name of the hospital,
the attending doctor,
proof of admission, or
any verifiable medical report.
LEGAL AND HUMAN RIGHTS IMPLICATIONS
This case raises serious concerns and reasonable suspicion of offences including but not limited to:
Abduction / Kidnapping
Unlawful detention and confinement
Criminal intimidation
Coercion and undue influence
Attempted forced religious conversion
Violation of fundamental human rights
These actions, if established, amount to a gross violation of the rights guaranteed under the Constitution of the Federal Republic of Nigeria (1999 as amended), including the right to:
personal liberty
freedom of movement
freedom of thought, conscience and religion
human dignity
freedom from coercion
OUR DEMANDS / CALL TO ACTION
In view of the urgency, GPI hereby calls on:
The Adamawa State Police Command to immediately commence a transparent, thorough, and professional investigation, and to urgently secure Miss Nancy Ishaya’s location and safe recovery.
The Government of Adamawa State to intervene without delay to ensure Miss Nancy’s safety and guarantee her unconditional release to her parents where any form of coercion or unlawful restraint is suspected.
The National Human Rights Commission (NHRC) and all relevant human rights bodies to urgently monitor, investigate, and intervene to prevent further abuse and ensure accountability.
Dangote Savannah Sugar Refinery to cooperate fully with law enforcement agencies, including providing relevant staff records, movement logs, and any information required to support investigation.
CONCLUSION
GPI strongly emphasizes that this matter is now one of urgent public and legal concern. Any continued delay may result in irreparable harm and further violation of the rights, dignity, and safety of Miss Nancy Ishaya.
We therefore urge all authorities to act swiftly and decisively to prevent escalation and ensure that justice is served.
