When you pay Damages fee to the Landlord at the point of Renting the house.
Pls make sure you have an evidence of the payment stated clearly that you paid for Damages.

What it means is that,
When you want to pack out.
Trying to remove some things you hang on the wall inside your apartment may lead to some damages.
Trying to remove some wire and cables that you connected, may lead to some damages and trying to remove the ceiling fan may also to lead to small damages and so on.

Some damages can be small, while some can be a BIG.

At this Point, so far you have paid for damages fee when you rented the apartment.

The Landlord does not have any right to complain or question you about it anymore, because you have paid for it.

So for Landlord's, it is advisable you don't collect damages fee anymore so you can win against your tenant for damages when he wants to pack out

No need to stop them from packing out. Just know where they pack to and file a suit against the tenant and he or she will summoned by the court and their refusal to show up in the court will make the Court issue Arrest Warant against them and they will surely be arrested by the Police.

Don't take laws into your own Hands anymore, Learn to use the Court.

Ignorance of the Law is not an Excuse for both the Landlord and the Tenant.
