District #3 representative Sumo Mulbah has written plenary to suspend District #10 lawmaker Yekeh Kolubah for his recent statement on Spoon Talk, claiming that the disputed land between Guinea 🇬🇳 and Liberia 🇱🇷 belongs to Guinea 🇬🇳.
Here is representative Sumo Mulbah constitutional reliance;
Article 38 of the Constitution of Liberia states:
“Each House shall adopt its own rules of procedure, enforce order, and punish its members for disorderly conduct, and, with the concurrence of two-thirds of the membership, expel a member.”
Simple explanation:
Both the Senate and the House of Representatives can:
●Create their own rules.
●Maintain discipline among members.
●Punish members who misbehave.
●A member can only be expelled if two-thirds of the members agree.
📜 Article 76 of the Constitution of Liberia
Article 76 defines treason and how it is proven.
🔹 Main Provisions:
Treason consists of:
●Levying war against Liberia, or
●Adhering to the enemies of Liberia, giving them aid and comfort.
Proof of treason:
A person can only be convicted if:
●They confess in open court, or
●There are two witnesses testifying to the same overt act of treason.
✅ Simple Explanation:
Treason means betraying Liberia, especially by fighting against it or helping its enemies.
But the law makes it very strict to prove, so no one is wrongly accused—there must be strong evidence or a clear confession.
Under the Liberian Penal Law (Title 26 of the Liberian Code of Laws Revised), sedition is addressed in:
Section 11.12 – Sedition
What Section 11.12 says (simplified):
A person commits sedition if they:
●Encourage rebellion or resistance against the Government of Liberia
●Promote hatred or contempt against the government
●Attempt to disturb public order through speech, writing, or actions against state authority
