The Community Leadership Empowerment Forum (CLEF) is a newly established civil society group committed to empowering local leaders in Liberia.
It introduces the Community Leadership Identification and Structuring Program (CLISP). This initiative aims to develop the first comprehensive, official digital registry of all communities and their leadership structures throughout Liberia's 15 counties, laying a vital groundwork for effective decentralized governance.
By systematically mapping and organizing leadership at the most local level, CLISP will close the gap between the legal framework of the 2018 Local Government Act (LGA) and the daily lives of citizens.
This initiative will establish a clear and legitimate framework for civic engagement, formalize leadership roles to promote inclusivity, and create a foundational data-set essential for improving service delivery, fair resource distribution, and sustainable peace.
