What is it that Ministry of Education of Liberia want to do by administering a test for County Education Officers (CEOs)? If you want to restructure, why done you use fully the Education law of 2011. To have a functional County School System in Liberia, will mean you form a functional County school board and the Board recruit, with the help of CSA, the CEOs, DEOs, and Principals of schools as spelled out in the 2011 Educational Law of Liberia. After Recruitment based on the Educational law of Liberia, the Board recommends names through the CSA to the Ministry for the vexed persons to be pronounced by the Minister of Education. But I personally see the Education Ministry administering test to CEOs as a start of an illegal way to remove these CEOs who are already civil servant and who are protected by the Civil Servent Standing Order. What will the Ministry do if these CEOs fail the test that had been administered to them? Will you fire them? What legal standing do you have to fire them? Is that how the 2011 Educational Law of Liberia say a CEO should be changed? Why are we not true to what we put on paper. Why people always feel that everthing should be done in Monrovia when we have clear and simple laws, yet we leave it and Create situations to serve our interest. I strongly see the administering of test to CEOs in Liberia as a cover up strategy to bring on board people the Ministry favor because she has not set up the structures that should help her recruit CEOs . The Ministry is jumping the gun which will create more expensive government. The CEOs that will not pass the test will still be civil servants and they still have to be paid tax payers' dollara.
