Without it, health, justice, and protection systems remain incomplete.

We still undercount GBV cases because many never enter formal systems.

This creates a false sense of coverage.

Data must reflect lived reality, not only system usage.

When survivors drop out of care, it is rarely because they don’t want help.

It is because systems fail them at critical transition points.

We must design for continuity.
