আজ বিশ্ব তামাক মুক্ত দিবস উপলক্ষ্যে শিলচর নগরের সর্বস্তরের মানুষ একটি স্বতঃস্ফূর্ত সচেতনতা পদযাত্রাতে অংশ নেন।

কাছাড়ের জেলা স্বাস্থ্য সমিতির অধীনস্থ জেলা তামাক নিয়ন্ত্রণ কর্মসূচি (ডিটিসিপি) এবং কাছাড় জেলা প্রশাসনের যৌথ আয়োজনে এ বছরের প্রতিপাদ্য ছিল: “Unmasking the Appeal: Countering Ni****ne and To***co Addiction" (প্রলোভনের মুখোশ উন্মোচন: নিকোটিন ও তামাক আসক্তি প্রতিরোধ).

কাছাড় কর্কট হাসপাতাল ও গবেষণা কেন্দ্র, শিলচর কর্কট কেন্দ্র, মারওয়ারি যুব মঞ্চ, লায়ন্স ক্লাব অফ শিলচর, এনসিসি ক্যাডেট, ড্রিম সেলিব্রেশন এনজিও, স্বাস্থ্য আধিকারিক এবং সাধারণ নাগরিকদের মধ্যে থেকে ওই পদযাত্রাটিতে উৎসাহী অংশগ্রহণ দেখা যায়।

পদযাত্রাটি যৌথভাবে পতাকা প্রদর্শনের মাধ্যমে উদ্বোধন করেন শ্রীযুক্ত অরুণাভ চৌধুরী, অঃঅঃসেঃ, সহকারী আয়ুক্ত তথা নির্বাহী ম্যাজিস্ট্রেট, কাছাড় এবং ডাঃ সুমোনা নাইডিং, কাছাড়ের স্বাস্থ্য পরিষেবার যুগ্ম সঞ্চালক । ওই অনুষ্ঠানের নেতৃত্বে ছিলেন ডাঃ অনিন্দিতা চন্দ, জেলা নোডাল আধিকারিক (এনটিসিপি); সঙ্গে ছিলেন শ্রীযুক্ত রাহুল ঘোষ, জেলা কর্মসূচি ব্যবস্থাপক (জাতীয় স্বাস্থ্য মিশন); শ্রীমতী পিয়ালি চক্রবর্তী, জেলা কর্মসূচি সমন্বয়ক (অসংক্রামক রোগ); এবং শ্রীমতী মৌসুমী ভৌমিক, অর্থ ও সরবরাহ শৃঙ্খল উপদেষ্টা (অসংক্রামক রোগ)।

প্রতিনিধিরা প্ল্যাকার্ড হাতে নিয়ে তামাকমুক্ত জীবনযাত্রার গুরুত্বপূর্ণ বার্তা ছড়িয়ে দেন এবং নিকোটিনের আসক্তি থেকে ভবিষ্যৎ প্রজন্মকে রক্ষা করার প্রয়োজনীয়তার ওপর জোর দেন।

ভবিষ্যতেও এমন সচেতনতামূলক প্রচার চালিয়ে যাওয়ার এবং একটি স্বাস্থ্যকর ও তামাকমুক্ত সমাজ গড়ার অঙ্গীকারের মধ্য দিয়ে পদযাত্রার সমাপ্তি ঘটে।

Today, on the occasion of World No To***co Day, people from all sections of Silchar city came together to take part in a spirited awareness rally.

Organised by the District To***co Control Programme (DTCP) under the District Health Society, Cachar, in collaboration with the District Administration, Cachar, the event focused on this year’s theme: "Unmasking the Appeal: Countering Ni****ne and To***co Addiction."

The rally saw enthusiastic participation from the Cachar Cancer Hospital & Research Centre, Silchar Cancer Centre, Marwari Yuva Manch Silchar, Lions Club of Silchar, NCC cadets, DREAM Celebration - NGO, health officials, and members of the public.

The rally was jointly flagged off by Shri Arunabh Choudhury, ACS, Assistant Commissioner & Executive Magistrate, Cachar, and Dr. Sumona Naiding, Joint Director of Health Services, Cachar. The event was led by Dr. Anindita Chanda, District Nodal Officer (NTCP), along with Shri Rahul Ghose, District Programme Manager (National Health Mission Cachar ); Smt. Piyali Chakraborty, District Programme Coordinator (NCD); and Smt. Mowsumi Bhowmik, Finance and Logistics Consultant (NCD).

Participants marched with placards and shared key messages promoting a to***co-free lifestyle, highlighting the need to safeguard future generations from ni****ne addiction.

The rally concluded with a pledge to continue such awareness drives and to build a healthier, to***co-free society.

২০২৭ সালের জনগণনার প্রথম পর্যায়ের গৃহতালিকা ও গৃহগণনা (এইচএলও) বিষয়ক তিন দিনব্যাপী জেলাস্তরের প্রশিক্ষণ কর্মসূচি আজ শিলচরের গুরুচরণ বিশ্ববিদ্যালয়ের সম্মেলন কক্ষ সাফল্যের সঙ্গে শেষ হয়।

কাছাড় জেলা প্রশাসন ও শিলচর পুরনিগমের যৌথ উদ্যোগে আয়োজিত ওই প্রশিক্ষণটি বিশেষজ্ঞ ব্যক্তি হিসেবে পরিচালনা করেন আসাম জনগণনা কার্যক্রম অধিদপ্তরের উপ-পরিচালক শ্রীযুক্ত রূপচান আলি এবং পরিসংখ্যান আধিকারিক-২য় শ্রীযুক্ত তনয় শ্রীবাস্তব। প্রশিক্ষণ সেশনগুলি ২০২৬ সালের ২৭শে, ২৯শে এবং ৩০শে মে ২০২৬ তারিখে প্রতিদিন সকাল ৯:৩০ থেকে সন্ধ্যা ৬:০০ পর্যন্ত অনুষ্ঠিত হয়।

সম্পূর্ণ ডিজিটাল পদ্ধতিতে দুটি পর্যায়ে ওই জনগণনা পরিচালিত হবে। পরিকাঠামো তৈরির লক্ষ্যে আসামে প্রথম পর্যায়টি, অর্থাৎ গৃহতালিকা ও গৃহগণনার (এইচএলও) কাজ আগামী ১৭ই আগস্ট থেকে ১৫ই সেপ্টেম্বর ২০২৬ পর্যন্ত চলবে। এছাড়া, আসামের বাসিন্দারা ২রা থেকে ১৬ই আগস্ট ২০২৬ পর্যন্ত নির্দিষ্ট পোর্টাল

-এ স্ব-গণনার মাধ্যমে নিজেদের বিবরণ নথিভুক্ত করতে পারবেন। এরপর ২০২৭ সালের ফেব্রুয়ারি মাসে দ্বিতীয় পর্যায়, অর্থাৎ 'জনসংখ্যা গণনা' (PE) শুরু হবে।

প্রথম দিনের সূচনা হয় কাছাড়ের অতিরিক্ত জেলাশাসক- তথা -জেলা জনগণনা আধিকারিক শ্রীযুক্ত রক্তিম বরুয়া, অঃঅঃসেঃ -এর উদ্বোধনী বক্তব্যের মাধ্যমে। তিনি এইচএলও-র গুরুত্বের ওপর জোর দিয়ে বলেন, জনগণনার তথ্যই নীতিনির্ধারণ ও জনকল্যাণমূলক প্রকল্পগুলির মেরুদণ্ড। এরপর বিশেষজ্ঞ ব্যক্তিরা চার্জ আধিকারিক, সহকারী চার্জ আধিকারিক, গণনাকারী, তত্ত্বাবধায়কদের ভূমিকা ও দায়িত্ব এবং সার্বিক জনগণনা পদ্ধতি নিয়ে বিস্তারিত প্রশিক্ষণ প্রদান করেন।

দ্বিতীয় দিন কাছাড় জেলা ও পুরনিগমের জন্য নিখুঁত ও মসৃণ গণনা নিশ্চিত করার প্রণালীগুলি আয়ত্ত করার ওপর আলোকপাত করা হয়।

আজ, অর্থাৎ তৃতীয় দিনে এইচএলও প্রক্রিয়া, ডিজিটাল সরঞ্জাম, তথ্য নীতিশাস্ত্র ও ক্ষেত্রস্তরের তদারকির ওপর আরও গভীর ব্যবহারিক ও তাত্ত্বিক অধিবেশনে মাধ্যমে কর্মসূচি শেষ হয়, যা একটি ত্রুটিহীন ডিজিটাল জনগণনার অঙ্গীকার সুদৃঢ় করে তোলে।

প্রশিক্ষণ অধিবেশনগুলিতে স্বতঃস্ফূর্তভাবে অংশগ্রহণ করেন চক্রাধিকারিকে, পুরসংস্থার কার্যবাহি আধিকারিক (যাঁরা চার্জ জনগণনা আধিকারিক হিসেবেও দায়িত্ব পালন করবেন), প্রযুক্তি সহায়ক এবং অন্যান্য জেলা আধিকারিকেরা। ধাপে ধাপে ওই প্রশিক্ষণ এক সুদৃঢ়, তথ্যভিত্তিক ভবিষ্যতের ভিত্তিভূমি রচনা করে।

The three‑day district‑level training programme on the Houselisting and Housing Census (HLO) for Census 2027 (Phase‑I) concluded successfully today at the Conference Hall of Gurucharan University, Silchar.

Jointly organised by the District Administration, Cachar and Silchar Municipal Corporation, the training was led by Resource Persons Shri Rupchan Ali, Deputy Director, and Shri Tanay Srivastav, Statistical Officer-II, from the Directorate of Census Operations, Assam. The sessions took place on 27th, 29th and 30th May 2026, from 9:30 AM to 6:00 PM each day.

The Census will be conducted entirely through digital means in two phases. The first phase, focusing on House Listing and Housing Census (HLO), will be held in Assam from 17 August to 15 September 2026 to build the base frame and infrastructure. Residents of Assam will also be able to self-enumerate their details through the dedicated portal https://se.census.gov.in from 2 August to 16 August 2026. The second phase, Population Enumeration (PE), will follow in February 2027.

Day 1 began with an inaugural address by Shri Roktim Baruah, ACS, ADC-cum-District Census Officer, Cachar. He underlined how crucial the HLO is, as census data forms the backbone of policy-making and public welfare schemes. The resource persons then provided detailed training on the roles and responsibilities of Charge Officers, Assistant Charge Officers, Enumerators, Supervisors, and the overall census methodology.

Day‑2 focused on mastering the methodologies for Cachar district and Silchar Municipal Corporation to ensure a seamless and precise enumeration.

Day‑3, held today, concluded the programme with further in-depth practical and theoretical sessions on the HLO process, digital tools, data ethics, and field‑level monitoring, reinforcing the commitment to a flawless digital census.

The sessions were attended by Circle Officers, Executive Officers of municipal bodies (who also serve as Charge Census Officers), technical assistants, and other district officials. Step by step, this training has laid the groundwork for a stronger, data-driven future.
