A Gram Sabha was convened by GPC kebali Shri Ashathu Apora with the gracious presence of IIMCLS Apiya Sangam Linggi, GPC Chidu Mrs. Priya Keche, and villagers from Chidu.
The meeting deliberated on two major agendas.
1. Eco-Sensitive Zone of Mehao Wildlife Sanctuary
The members discussed in detail the demarcation of the Eco-Sensitive Zone (ESZ) around the Mehao Wildlife Sanctuary, which reportedly includes areas where villagers have been residing and carrying out traditional livelihoods for many decades.
The sabha expressed deep concern that the inclusion of these long-settled villages within the Eco sensitive Zone may lead to restrictions on essential activities, construction, and agricultural practices, thereby affecting the daily lives and economic well-being of the local residents.
2. Illegal Installation of a 32KV Electric Pole Line from 6 Kilo, Kebali to Chidu.
The second agenda addressed the issue of an alleged illegal installation of a 32KV electric pole line along the 6 Kilo–Kebali–Chidu route.
Members expressed serious issues that if unchecked, it could create future legal and safety complications.
The Kebali Youth Association extends heartfelt gratitude to all dignitaries, local leaders, and villagers who actively participated and contributed their valuable views during the meeting. The Association remains committed to promoting awareness, protecting community interests, and ensuring balanced and lawful development within the region.

GREEN ROING
As everyone is aware, the Kebali Youth Association had previously written to the Mining Department regarding the quarry operating in front of our town, which poses a risk of noise pollution and potential danger to the residents of Kebali Village. Following this, we conducted a joint inspection today with the Assistant Mining Officer, where we observed that the crusher site has diverted the river towards our village area, posing a threat to the residents during the upcoming monsoon season. As you can see in the video, the quarry excavation has created a large area, similar to a football ground, which has diverted the water flow and poses a potential threat to our villagers in the coming times.
We understand that development is important, but not at the cost of human lives. The Mining Officer assured us that they will resolve this issue promptly, and we have full faith in the department that they will understand the plight of the common people. I would like to extend my gratitude to our GPC Shri Ashathu Apora and the elder brothers of our village for their support in this matter.
Regards, Kebali Youth Association.

Dear people of Roing,
I wanted to share some concerns I have about our village. You might have noticed the stone quarry that has been set up near our homes. While I understand the importance of development, I’m worried that this quarry could put our lives and our community at risk.
That’s why we’ve just sent a letter to the authorities, as well as to the GPCs and GBs for information, asking them to take a closer look at the quarry’s operations. We’re not trying to stop progress, but we do want to make sure that everything is being done safely and responsibly.
Specifically, we’re asking the authorities to:
• Ensure the quarry is following all the necessary rules and regulations.
• Stop issuing any new licenses for quarries near our village and instead allocate them to safer locations.
• Carefully assess the potential impact on our environment and community.
This unchecked quarry can lead to water pollution, noise pollution, and soil erosion. Additionally, it could divert the natural flow of water, which may increase the risk of flooding. Given our village’s vulnerability, the long-term effects in the next 10-15 years could be devastating.
Nature is unpredictable, and while we can’t control everything, we can take steps to protect ourselves and our community.
Regards,
Kebali Youth Association
CLARIFICATION ON IPHINGO (6KM,KEBALI) LAND RUMOR
We, the Kebali Youth Association, would like to address a recent rumor circulating about the sale of Iphingo (6KM,Kebali) land to non-Idu Mishmi individuals.
After conducting a thorough investigation, with the assistance of the GPC of Kebali and our respected village elders, we are pleased to confirm that the land in question remains under the possession of the Idu Mishmi community.
We assure you that the Kebali Youth Association will continue to vigilantly protect our ancestral land and interests. We will not tolerate any attempts to compromise our community's rights and will take prompt action to safeguard our land and traditions.
We appreciate the cooperation and support of our community members and elders in this matter.
We would also like to clarify that our intention is not to hurt or undermine the rights of other tribes or communities of Arunachal Pradesh. Rather, our goal is to preserve and protect our ancestral land for future generations, while promoting harmony and mutual respect among all communities.
Thank you for your understanding.
Sincerely,
Linko Pulu
