Rs 5.57 Crore Food Grain Scam: ACB Registers FIR Against 5 FCS&CA Officials, 9 Dealers in Kupwara

The Anti-Corruption Bureau (ACB), Jammu & Kashmir, has registered a major case against five officials of the Food, Civil Supplies & Consumer Affairs (FCS&CA) Department and nine Fair Price Shop (FPS) dealers. The accused are allegedly involved in a large-scale embezzlement and misappropriation of government food grains in the Karnah area of District Kupwara.
​The case (FIR No. 02/2026) has been registered at Police Station ACB Baramulla under Section 13(1)(a) read with Section 13(2) of the Prevention of Corruption Act, 1988 (as amended), and Sections 61(2) and 316(5) of the Bharatiya Nyaya Sanhita (BNS), 2023. The action was initiated after obtaining the mandatory prior approval from the General Administration Department (GAD), Government of UT of J&K.
​Key Facts and Financial Loss:
​Initial Discovery: The case originated from a communication by the Director, FCS&CA Department, Kashmir, who sought criminal action following departmental inspections. A Joint Surprise Check initially detected a massive shortage of 4,175.89 quintals of rice at the Lountha Granary in Karnah, Kupwara.
​Massive Defalcation: Subsequent comprehensive verifications by a departmental Sub-Committee and the ACB uncovered substantial shortages across various Sale Centres and Fair Price Shops falling under the Tangdhar, Karnah-A, and Karnah-B Circles.
​Loss to Exchequer: The well-orchestrated criminal conspiracy resulted in a total loss of Rs 5,57,18,657.25 (approximately Rs 5.57 crore) to the government exchequer. Public servants allegedly abused their official positions for unlawful pecuniary gains and misappropriated the food grains entrusted to them.
​Accused and Ongoing Investigation:
​The FIR targets public servants and private beneficiaries involved in criminal misconduct, breach of trust, and conspiracy. Among the principal accused are:
​Umar Bashir alias Raja Umer (then Assistant Storekeeper)
​Ashiq Hussain Mir (then Assistant Storekeeper)
​Twelve other accused, including public servants and Fair Price Shop dealers.
​Immediately following the registration of the FIR, the ACB launched simultaneous searches at multiple locations. Other legal proceedings have been initiated, and a detailed investigation is currently underway.
​ACB Appeal: Reaffirming its commitment to combating corruption and safeguarding public resources, the Anti-Corruption Bureau has appealed to the general public to actively report corruption through the official ACB Helpline or email.

, JUNE 20:Seven people were injured on Saturday after a Tavera vehicle skidded off the road and plunged into a deep gorge near Baba Reshi Mode in the Tangmarg area of north Kashmir’s Baramulla district.
According to official sources, the accident occurred when the Tavera vehicle, bearing registration number **JK02AG-3981**, reportedly lost control at a sharp bend along the roadside and fell into the gorge, leaving several occupants injured.
