Microsoft has confirmed on Twitter that some users of the Outlook email service are unable to send email or access their accounts. It sounds like it's been over the last 12 hours for user comments.

Not receiving email to outlook.com?.
Since the release of the new Outlook.com email service, which as seen it replicate the business targeted MS365, I have noticed a repeat of an email problem. Basically I wasn't receiving email. The problem started on the 29th of November when the update was sent through and was showing as "update failed" when you logged into outlook.com on the "connected accounts" page. There is a simple fix, just retype your email password and username(remember the password to your email may be different from the one you use for outlook.com, your username is normally your email address). Note. You may need to do this a number of times. If after say 5 goes it still says "update failed", contact your system administrator to reset your email server side password for you.
