The conference is an initiative of Indian Prime Minister Narendra Modi. Health and foreign ministers are also present.

20 October 2019: His Majesty The King, Her Majesty The Gyaltsuen, and His Royal Highness The Gyalsey departed for Japan this morning. Their Majesties will attend the Enthronement Ceremony of His Majesty Emperor Naruhito of Japan, which will take place on October 22.
Emperor Naruhito acceded to the Chrysanthemum Throne of Japan on May 1, upon the abdication of His Majesty Emperor Emeritus Akihito.
Bhutan and Japan share close ties of friendship, with diplomatic relations established in 1986. Emperor Naruhito visited Bhutan as a Prince in 1987, and His Majesty the Fourth Druk Gyalpo attended the Enthronement Ceremony of his father, Emperor Akihito, in 1990.
Their Majesties last visited Japan in 2011.
