CARPHA, CDEMA Strengthen Caribbean Resilience Through Renewed Regional Partnership

CASTRIES, Saint Lucia — The Caribbean Public Health Agency (CARPHA) and the Caribbean Disaster Emergency Management Agency (CDEMA) have renewed their partnership to strengthen the Region’s ability to prepare for, respond to and recover from disasters and public health emergencies.

The renewed Memorandum of Understanding (MOU), signed on July 6, commits both CARICOM institutions to closer collaboration through emergency planning, training exercises, technical exchanges, capacity building, resource mobilization and operational coordination.

The partnership aims to better equip Caribbean countries to address growing threats, including hurricanes, disease outbreaks, climate-related disasters and other emergencies.

CDEMA Executive Director Elizabeth Riley said changing risks require stronger regional cooperation, while CARPHA Executive Director Dr. Lisa Indar emphasized that public health and disaster management must work together to protect communities.

The agencies have collaborated during major emergencies, including Hurricanes Beryl in 2024 and Melissa in 2025, providing technical support for disease surveillance, shelter assessments and health response efforts.

CARICOM Assistant Secretary-General Alison Drayton said the agreement strengthens regional systems that protect Caribbean people before, during and after crises.

The agencies said the renewed partnership represents another step toward building a safer, healthier and more resilient Caribbean.
