On the other hand, "make a plan and stare at it" refers to the tendency to create a plan but then fail to take action to bring that plan to fruition. This can happen for a variety of reasons, such as a lack of motivation or confidence, fear of failure, or being too caught up in the planning stage without ever taking action.
